It's better to contact Support to get 100% correct information how will this work and if it will be optional or forced to everyone.

I tried this out but only Steam Guard Authenticator can indeed work on the same mobile for different accounts.
But you cannot use the same Phone Number on the multiple accounts. You will get a message "This number is already associated with different steam account, adding this number will remove the number from the other account."

Anyway but I think it's alright to use without mobile number after activating the Steam Guard Authenticator ?

i think no..if all bots use same phone and only one bot have ban for any reason all bots banned

it saying "anyone losing items" but both ways must have mobile authenticator. damn

What about Canceling or Declining Trade Offers? What will this do to both users? Anybody have some solid info?

Don't cancel any hold :) I cancel it and have 7 days trade ban :P

Just I had put item. not both. Btw I setup mobile thing yesterday. Maybe this is reason.
