Oh and I checked my dispensers inventory and it only seems to have 4 gift wraps and no keys

You have to wait for other users to buy your gift wrap with a key, then you can withdraw the key.

You may just open a batch trade for all your gift wraps to be traded for a key, and then just go on your daily life, until other users bought your gift wraps with keys then you can withdraw the keys.
