I've no idea why Steam sent me an alert and now i can't trade or gift or buy anything in market or redeem any game. Just to make sure i checked Steam rep for any reports but there are none. Any way I can contact Steam? I do not find any way to open a ticket.

also can anyone gift me game or stuff as I can't buy using my funds so possible for my friends to gift me?

You need to create a "Steam support account" (not the one you are using to login Steam) to create support ticket.
