Unless some things have changed to the Steam gifting rules, I don't think you can create new "untradable" gifts or even transfer them?
First, how do you add new gifts to your own inventory? I thought Steam has disabled that option?
Did you purchase the Payday 2 as "gifts" and send them to the bot directly? I don't think there is any way for the bot to accept them though. There is no option to receive a gift as an inventory item.
I don't know how to send them back to you if they are untradable, unless they become tradable after 30 days.
Nothing has changed, gifting does not effect any existing gifts prior to the new rule and same goes for the trading rules for existing gifts. You can send as gift or as trade. Existing four pack gifts creates untradable gifts once unpacked but they're not part for new rules so they can still be send as gifts as until tradable after 30 days. That's why and how dispenser bot handled them as it used to.
I just remembered I sent three untradable payday 2 to the dispenser bot and it accepted all three and I also withdrawn one and the bot sent it as gift too, that was after few days and it worked just fine. Dispenser.tf still knows how to handle them as usual. I think it would be better to try it yourself so you can understand how dispenser.tf bot works when accepting gifts. Wouldn't that be better than wondering? you can use my untradable payday 2 as test but send it back to me afterwards.
Untradable gifts can always be sent as gifts that's the bottom line. I would have asked dispenser.tf bot to withdraw it for me but it wouldn't all of a sudden as it became unsuable state from the inventory.
