Barely any Keys to Withdraw in the Key Credit system?

Is this really true when I see 0 Keys in the Withdraw part it's 0 Keys for real? Or is the System not updating properly? Can't even withdraw the Keys from the Credit System because most of the time it's 0 in stock.

Checked now again the Withdraw Section of the Key Credit System, shows barely 200-300 tf2 Keys but in the vault accounts I can see at least 3000-4000 tf2 keys, ? wth? Can you Joto explain this?
